Recycling Committee Minutes 11/12/13

Key Discussion Points:

  • Meeting Minutes of Oct 29, 2013 and Nov 6, 2013 were approved.
  • Lian briefly discussed garbage disposal system in St. Thomas
  • Committee reviewed BOS comments to its Presentation to the BOS on Nov. 6.  Fred will revise relevant spreadsheets to reflect actual $60/ton tipping fee etc. and resubmit, along with a few additional Sticker Fee price scenarios.
  • Andrea distributed tabulated results of the roughly 200 surveys collected to date.  Hard copies will be placed in Sticker Office beginning in May.  Neil will discuss with Joan the Tax Collector the feasibility of having a Reminder to fill out Survey inserted into May tax bills.
  • An update of the status of the Committee’s work on Swap Shop operations was presented and briefly discussed.  Roz will prepare a draft document (for ultimate presentation to BOS) for Committee review and discussion. Neil will send Committee link to Bd of Health Regulations governing the Transfer Station and Recycling.
  • Potential budget for Committee was discussed.  At the Nov. 6 presentation, it had been suggested that a Line Item be created to fund items including recycling education, recycling bins for public buildings, mailings, etc. With the $1-2,500 grant DPW received, the Line Item amount to be requested for the 2014 budget will be $5,000.
Fred will discuss with Jack Slavin creating a more visible web site for the Recycling Committee, with a link to the DPW site.

  • Lian volunteered to serve as the committee’s Liaison to the Brewster Recycling Committee, and Joyce volunteered to be Liaison to that of Wellfleet. Joyce attended the Nov 4 meeting in Wellfleet and reported that the Wellfleet Committee anticipates an increase in illegal dumping at beaches as a result of the implementation of PAYT.  They plan to hire college kids to roam to the beaches picking up trash next summer.
  • Neil discussed DEP grant to DPW received for a permanent piece of equipment to use for Haulers to tip single stream recyclables at Eastham.  The cost to the Haulers would be greater than Eastham’s cost to haul the single stream materials away thus providing some replacement revenue from estimated loss of 6-700 ton hauler tipping fees once the new fee schedule goes into effect in 2015. If this is successful in attracting haulers, Eastham would become a regional single stream commercial hauler facility.
